Jessica Rogers is a member of the Government Group and the school law team. She concentrates her practice on representing public school boards, school management and faculty throughout the Commonwealth of Virginia. She also addresses municipal law issues such as FOIA, procurement law and conflicts of interest for government clients. She is based in the Richmond office.

Jess was formerly a Senior Attorney assigned to the Senate Education and Health Committee at the Virginia Division of Legislative Services.  She served seven General Assembly sessions on staff, annually drafting 200-300 bills in the areas of public and higher education, health, health professions, mental health and social services.  She provided legal research, policy analysis and counseling on topics such as home school students in public school sports, childhood obesity, mental health treatment, and STEM subjects in higher education.

Jess became a subject matter expert on legislation for the Affordable Health Care Act. Prior to joining the Commonwealth of Virginia, she was part of the New York City Teaching Fellows, a program designed to place teachers in under-served public schools. 

Jess graduated from Dartmouth College in 1997 and earned her J.D. from Rutgers University School of Law in 2001.
