Sands Anderson Marks & Miller's expertise in school law, municipal finance, local government law and securities matters derives from over twenty-five years of representing counties, cities, towns, school boards and special authorities and boards across the Commonwealth. Sands Anderson is included in the Bond Buyer's Municipal Marketplace list of municipal bond counsel, commonly known as "nationally recognized bond counsel." Our attorneys are approved for the Virginia Public School Authority, Rural Development (formerly, Farmers Home Administration) and Virginia Resources Authority.
Our experience with school law and general municipal issues and our involvement as local attorney for a number of political subdivisions has given us knowledge of the day-to-day concerns of local governments and school systems and the way in which municipal financings affect operations. We represent the school systems of Dinwiddie, Montgomery, New Kent and the City of Radford. We have been involved in over 400 bond issues totaling more than $1 billion. We have rendered bond counsel opinions in traditional municipal debt areas, such as general obligation bonds and school bonds and in specified financings involving lease purchase, moral obligation and economic development issues.
