Municipal Finance and Bonds
Sands Anderson Marks & Miller has extensive experience in government and municipal finance matters, representing counties, cities, towns and special authorities across the Commonwealth. In most municipal financings we work closely with local attorneys.
We have over 20 years of experience in municipal finance, involving over 600 bond issues totaling almost $2 billion. We have rendered bond counsel opinions in such traditional municipal debt areas as general obligation bonds, water and sewer revenue bonds, school bonds and private activity bonds as well as in specialized financings involving lease purchase, moral obligations and economic development issues.
Sands Anderson has developed special knowledge of economic development financing techniques. We regularly provide advice and assist with the formation of special purpose authorities, such as airport authorities, community development authorities and regional facilities authorities. We also represent parks, transportation, industrial development, water and sewer, regional solid waste and airport authorities.
Our experience with general municipal law issues and our involvement as local attorney for a number of localities has gives us insight into the day-to-day problems that confront local government and the way in which municipal financings can affect such operations.
Bond financings with which we have been involved include the following:
The firm is included in the Bond Buyer's Municipal Marketplace list of municipal bond counsel, commonly known as "nationally recognized bond counsel." We are approved attorneys for the Rural Development (formerly Farmers Home Administration), Virginia Public School Authority, Literacy Loan and Virginia Resources Authority.
