Andrew P. Selman

Andrew is a local government and school board lawyer who helps public entities understand and comply with their constitutional, statutory, and regulatory obligations.

Andrew provides guidance to local government clients across a variety of substantive areas. He is attuned to the competing pressures local government bodies face when providing services and has experience assisting clients navigating those competing priorities. Andrew is experienced in matters pertaining to the Virginia Public Procurement Act, Conflicts of Interest Act (COIA), and Freedom of Information Act (FOIA) as well as Title VII, Title IX and the Family Educational Rights and Privacy Act (FERPA). He also provides guidance on First and Fourth Amendments, ADA, FMLA, FLSA, and USERRA matters.

He also assists in drafting and reviewing procurement documents and contracts, including contract negotiation, and defends government entities in state and federal court litigation. He has experience in the Virginia Supreme Court and 4th Circuit, as well as against EEOC and OCR claims.

In his free time, Andrew enjoys watching Virginia basketball, visiting Virginia’s historical sites with his family, and continually improving his fluency of the Korean language. He also plays piano and dabbles with the violin.
