Attorney Maxwell C. Hlavin Joins Sands Anderson’s Growing Government Group

RICHMOND, Va. (August 1, 2022) – Sands Anderson PC today announced Maxwell C. Hlavin has joined the Firm as Counsel in its Richmond office. Hlavin advises local government clients on matters including planning, zoning, economic development, and general legal counseling.

Hlavin will be a member of Sands Anderson’s Government Group, which represents more localities in Virginia and performs a wider variety of legal services for governmental clients than any other law firm in the state. The group has focused on representing counties, cities, towns, and other Virginia public entities, including regional and local authorities, and school boards for more than 25 years. The Group has steadily grown, most recently with the additions of Heather Hays Lockerman and Pamela O’Berry earlier this year.

Prior to joining Sands Anderson, Hlavin was a Deputy County Attorney for James City County where he provided legal services to the county’s departments, agencies, and constitutional officers. He regularly provided advice and training on open government laws, including FOIA, COIA, and procurement. In addition, he negotiated and completed the acquisition and sale of real property interests on behalf of the County, James City Service Authority, and Economic Development Authority.
