Biography

Steve brings a thorough knowledge and keen insight to a wide variety of local government issues including municipal litigation, taxation assessment defense and collection, eminent domain, construction law and land use issues. He is familiar with all facets of economic development matters and has assisted local governments throughout Southwest Virginia in forging partnerships with business to benefit the locality and its citizens.  Steve can help you navigate the political and legal landscape so you can stay on track and come out ahead.

Steve serves as General Counsel to multiple local governments, including counties, cities, towns and special purpose authorities, advising them on a broad range of legal matters.  Steve also represents multiple Departments of Social Services throughout Southwest Virginia, litigating a wide variety of cases involving child protective services and adult protective services in Virginia’s District, Circuit and Appellate Courts.

A seasoned litigator, Steve enjoys advocating both in court and at public meetings on behalf of his local government clients.

Steve offers legal guidance primarily in:

Through his years of local government experience, Steve is well-versed in the public procurement process, and can help you manage all legal issues involving your projects from the conceptual planning stage through the grant application process, bids, and contract award. He can also serve as your ongoing guide through a complete range of contract administration issues during contract performance.
