Sands Anderson Elects Max Hlavin as Newest Shareholder

RICHMOND, Va. (January 2, 2026) – Sands Anderson PC has elected Max Hlavin as a shareholder of the firm, according to firm president Jeff Geiger. Hlavin provides counsel to localities, authorities, and other public bodies on a broad range of legal issues that impact their governmental functions and the communities they serve, including planning, zoning, economic development, real estate, and general governance matters.

“We are proud to recognize Max as our newest shareholder,” said Geiger. “His dedication to his clients, collaborative spirit, and consistent excellence have made him an integral part of the Government team and our firm. This achievement is well deserved, and we look forward to his continued leadership and contributions.”

Hlavin regularly provides advice and training on land use laws and open government subjects such as FOIA, COIA, and procurement. He also provides counsel to various loalities, boards and commissions, including planning commissions, boards of zoining appeals, water and sewer authorities, economic development authorities, and regulatory boards.

Prior to joining Sands Anderson, Hlavin was the Deputy County Attorney for James City County, providing legal services to the county’s departments, agencies, and constitutional officers. He also negotiated and completed the acquisition and sale of real property interests on behalf of the county, James City Service Authority, and Economic Development Authority.

Hlavin earned both his undergraduate and law degrees from the College of William & Mary. He is based in the firm’s Richmond, Virginia office.
