Elizabeth S. Chupik
Elizabeth Chupik helps local governments navigate complex municipal law challenges. She partners with leaders to ensure decisions reflect both immediate needs and long-term community goals, fostering consistency, transparency, and positive impacts that resonate for decades.
Known for her relationship-driven approach, Elizabeth connects with clients to deliver solutions that are thoughtful and sustainable. She brings extensive experience from her prior roles, including nearly two decades in the Virginia Beach City Attorney’s Office, where she represented city departments such as public works, utilities, economic development, planning, parks and recreation, housing, and risk management, with a concentration on municipal real estate issues, including eminent domain. Recognized for her distinguished public service and commitment to the highest ethical and professional principles, in 2025, Elizabeth was awarded the Local Government Attorneys of Virginia A. Robert Cherin Award.
In addition to her legal practice, Elizabeth teaches as an adjunct professor at William & Mary Law School, sharing her expertise with the next generation of attorneys.
Outside the office, Elizabeth stays engaged in her community through volunteer projects with Habitat for Humanity, the United Way, and local library initiatives. She is an avid gardener pursuing her Master Gardener credentials and enjoys travel.
