Two Government Lawyers Join Sands Anderson’s Virginia Beach Office
RICHMOND, Va. (October 30, 2025) – Sands Anderson PC today announced that Elizabeth S. Chupik and Rebecca J. Powers have joined the firm’s Virginia Beach office. Both Chupik and Powers advise local governments on day-to-day operations and complex legal challenges.
Chupik’s local government career has focused on municipal real estate issues, including eminent domain. Her prior experience includes nearly two decades in the Virginia Beach City Attorney’s Office, where she represented city departments such as public works, utilities, economic development, planning, parks and recreation, housing, and risk management. Recognized for her distinguished public service and commitment to the highest ethical and professional principles, in 2025, Chupik was awarded the Local Government Attorneys of Virginia A. Robert Cherin Award.
Powers’ municipal experience spans routine matters to complex challenges, including reviewing department policies and real property documents, advising on land use and planning matters, resolving property and easement disputes, managing municipal litigation, and guiding leaders through risk and compliance issues. Prior to joining Sands Anderson, Powers was an Assistant City Attorney for the City of Suffolk, providing day-to-day legal counsel across municipal operations, including planning, development, land use, and real estate matters. She also led the City’s litigation efforts.

Chupik received her juris doctor from the William & Mary Law School and her bachelor’s degree from Duke University. Powers obtained her juris doctor from Regent University School of Law and her bachelor’s degree from Old Dominion University.
