Rebecca J. Powers
As a lawyer in Sands Anderson’s Government practice, Rebecca provides Virginia municipalities with practical guidance that supports effective governance while minimizing legal risk.
Her work with municipal leaders focuses on protecting the community and advancing its objectives. Rebecca’s experience spans routine matters to complex challenges, including reviewing department policies and real property documents, advising on land use and planning matters, resolving property and easement disputes, managing municipal litigation, and guiding leaders through risk and compliance issues.
Rebecca's insight into how municipal operations function and how departments work together enables her to deliver counsel that addresses both legal requirements and operational realities. She appreciates the risks associated with every decision municipalities make and is well-equipped to help leaders limit legal liability.
Prior to joining Sands Anderson, Rebecca served as an Assistant City Attorney for the City of Suffolk, providing day-to-day legal counsel across municipal operations, including planning, development, land use, and real estate matters. She also led the City’s litigation efforts, handling cases involving eminent domain, inverse condemnation, land use disputes, real estate tax assessment appeals, employment matters, and right-of-way encroachments.
Outside of work, Rebecca enjoys spending time with family and friends, tending to her garden, and following the Washington Commanders and fantasy football.
