RICHMOND, Va. (May 12, 2023) – Sands Anderson PC is pleased to announce that M. Tolley Gwinn has joined the firm’s Richmond office as an Associate. Gwinn provides counsel to local government clients on a variety of general legal issues.
With experience in administrative law matters, including federal procurement law and grant law, Gwinn will provide guidance to public entities on everything from contracts and procurement to open records and meetings compliance, conflicts of interest, and public records management.
In addition, Gwinn is an experienced litigator who defends his clients in state and federal court as well as before various agencies. He has successfully appealed adverse Small Business Administration determinations, Contracting Officer’s Final Decisions, and procurement decisions.

Gwinn is the most recent addition to Sands Anderson’s Government Group, which added Andrew Selman earlier this month. The firm represents more localities in Virginia and performs a wider variety of legal services for local government clients than any other law firm in the state.
