Andrew P. Selman
Andrew is a local government and school board lawyer who helps public entities understand and comply with their constitutional, statutory, and regulatory obligations.
Andrew provides guidance to local government and school board clients across a variety of substantive areas, including constitutional and civil rights issues, land use and zoning, procurement, the Virginia Freedom of Information Act (FOIA), employment matters, and contractual disputes. He is attuned to the competing pressures local government bodies face when providing services and has experience assisting clients navigating those competing priorities.
Andrew also has broad experience representing his clients in litigation. He has a particular affinity for appellate litigation and has represented clients before the Court of Appeals of Virginia, the Supreme Court of Virginia, and the U.S. Court of Appeals for the Fourth Circuit.
He also assists in drafting and reviewing procurement documents and contracts, including contract negotiation, and assists clients in the development and drafting of ordinances, policies, and regulations across a range of substantive areas.
Government bodies who work with Andrew benefit from his breadth of experience and his zest for learning, which keeps him undaunted in the face of novel challenges.
In his free time, Andrew enjoys watching college football and basketball, visiting Virginia’s historical sites and museums with his family, and striving to maintain his Korean language skills.
